Problem: A user is seeing the Duplicates Detected window but the Potential Duplicate Records list is empty:

 

Resolution: This is commonly attributed to an issue with the user’s security role.  You must grant organization read access to the Duplicate Detection Rule entity to resolve the issue.

 

Fixed!
